Volunteer Position Descriptions for Shooting Sites

Shooting sports range volunteers perform a variety of duties to assist Bureau of Land Management (BLM) staff in keeping the recreational shooting sports ranges operating. Volunteers are the primary source of information and assistance for visitors at the four developed shooting ranges on BLM land as well as other heavily used dispersed target shooting sites. Volunteers are a vital part of the visitor experience at the range and can ensure visitors have an exceptional and safe experience. The BLM accepts the service of volunteers with the understanding that the BLM has the sole authority to terminate the volunteer's agreement regardless of reason.

Volunteer Expectations:

• Volunteers must observe all range rules and regulations while working at the recreational shooting sports ranges and other areas on BLM managed lands.

• Familiarize themselves with range regulations and best safety practices.

• Professionally represent the BLM in all manner of appearance and conduct

• Record and submit work hours and visitor contacts to BLM supervisor.

• Report any injuries sustained while on duty to BLM supervisor immediately.

• Be able to pass a criminal background check.

• Prohibited from using or under the influence of alcohol or illegal drugs while on duty as described in the Volunteer Agreement.

• Prohibited from misrepresentation of themselves as BLM staff or law enforcement.

• Perform all duties safely and promote a safe, healthy, and inclusive workplace environment.

• Be reliable and report to supervisor manner any schedule changes or absences in a timely manner.

• Not abuse access to information, facilities, and equipment, etc.

• Works as a member of a team with BLM staff, partners volunteers, and respect mutual roles.

Length of Commitment:

• The recreational shooting sports ranges are opened daily unless otherwise posted or during fire restrictions.

• Start and stop dates are flexible, but volunteers are encouraged to sign up on an annual basis.

• Volunteers may work between 1-20 hours per week, but no more than 4 hours per day.

Tools, Equipment, and Vehicles to be Operated:

• Volunteers may use hand tools to replace targets and provide other basic maintenance repairs. These tools include standard hand tools such as hammers, wrenches, screwdrivers, etc.

• Tablets, smart phones, and other data collection devices may be used to assist with site monitoring and environmental condition assessments.

• Mops, brooms, pressure washers, and other basic cleaning equipment may be used to collect trash and clean facilities at the sites.

• Volunteers will drive their own vehicles to the site(s).

Location Where Work Will Be Performed:

• Baldy Mountain Recreation Area, Hassayampa Field Office

• Church Camp Road Recreation Area, Hassayampa Field Office

• Saddleback Mountain Recreation Area, Hassayampa Field Office

• Box Canyon Recreation Area, Lower Sonoran Field Office

• Other areas within the Phoenix District Office, Hassayampa Field Office, and Lower Sonoran Field Office may be identified.

Physical Requirements of Work:

• While on duty, volunteers must wear the provided range safety vest and all personal protective equipment (PPE) such as protective eyewear, hearing protection, shoes, and other articles of clothing.

• No patches or insignias may be affixed to the safety vest.

• Long sleeve shirts, long pants, and leather footwear must be supplied by the volunteer and worn with the safety vest.

• Volunteers must not wear any part of the official BLM uniform or be dressed in a manner that attempts to duplicate its appearance.

• Duties include sitting or standing for extended periods of time outside and may require moderate physical exertion (such as hiking over steep and uneven terrain) and/or carrying and lifting heavy objects (up to 50 lbs).

• Most work is performed outdoors at low elevations between 1,000-3,000 feet.

• The incumbent may be exposed to extreme heat, high winds or other extreme weather conditions during their work hours.

• Volunteers will not be allowed to carry or transport firearms while performing official duties for the BLM or during breaks. Before or after the work shift is acceptable only after vest is removed and personal firearms are retrieved from locked vehicle.

• Volunteers contribute to the visitor experience at the shooting ranges and other BLM managed lands. They promote safe and responsible target shooting.

• Volunteers help ensure that the high standards of the BLM are maintained.

• After 250 hours of volunteer time, they are eligible for the America the Beautiful - National Parks & Federal Recreational Lands Annual Interagency Pass.

Supervisory Controls:

• Park Ranger Lead, Park Ranger Supervisor, Outdoor Recreation Planner, and Assistant Field Manager

Scope of Contacts:

• Volunteer will have many daily contacts with visitors in and around the recreational shooting sports sites.
