Christian Outreach Planning Associates, Inc. (COPA) has been serving at-risk youths since 1991.

Christian Outreach Planning Associates is structured as a non-profit corporation with Mr. Elliott as the CEO. Mr. Elliott also serves as a member of the board of the Pastors of Oakland, and he is a Chaplin for the United Auto workers union International.
