The California Health Insurance Counseling and Advocacy Program (HICAP) is a statewide program that provides free Medicare information, education, and counseling to people with Medicare and their families. Placed at sites throughout Los Angeles County, HICAP Volunteer Counselors help people understand their Medicare and Medicare Part D coverage, and other private insurance options. HICAP Volunteer Counselors also assist older adults with access to financial assistance programs that help with their medical expenses. All HICAP services are provided free of charge.

To participate in Center for Health Care Rights' HICAP Volunteer Counselor program, interested community members must complete an initial training program and internship and must be registered as a HICAP Counselor by the California Department of Aging.

HICAP Volunteer Counselors typically commit to a minimum of 10 hours of volunteer time per month, including counseling and participating in continuing education and outreach activities.

We are looking for:

  • People who enjoy helping others understand complicated health insurance topics

  • People who want to learn more about Medicare

  • People looking for a long-term volunteer opportunity

  • People who are bilingual in English and any of the following languages: Spanish, Korean, Chinese

  • People who live or are willing to commute to the following areas in Los Angeles County: Cerritos, Duarte, East Los Angeles, Norwalk, Whittier

We are now recruiting volunteer counselor applicants to start training in early 2025 !

All volunteer counselors must agree to a length of service commitment of at least one year and provide at least 40 hours of counseling in a 12-month calendar year. Typically, counselors provide counseling up to four shifts per month, with each shift being 3-4 hours . Counselors must also agree to participate in at least 12 hours of continuing education annually .

NOTE: Generally, employed persons may not be accepted as volunteer counselors as they must meet with clients during regular business hours.

MAJOR RESTRICTION: Individuals who sell insurance, or who receive gifts, compensation, or other financial gain from insurers will not be considered for HICAP Counselor positions.

Description

Through its Health Insurance Counseling and Advocacy Program (HICAP), the Center for Health Care Rights provides Los Angeles County residents with free information, counseling and assistance on Medicare and related health insurance. Assistance is provided through our toll-free telephone hotline or through one-on-one assistance at local community sites. HICAP is a community-based services program of the California Department of Aging, funded locally by the Area Agencies on Aging of the City of Los Angeles and Los Angeles County.
