As the Monitoring & Evaluation Advisor with The Ministry of Agriculture, Blue & Green Economy in Roseau, Dominica, you will support the team in establishing a monitoring and evaluation system to assess the effectiveness and impact of their programming.

Roles and Responsibilities
  • Develop tools and resources to consistently capture key reporting data
  • Support program staff in integrating evidence-based best practices into project planning and management approaches, and propose strategies to increase project/program impact on outcomes;
  • Facilitate the use of data and learning from existing economic opportunities programs to promote evidence-based learning, reflection and decision making within programs/ projects;
  • Support program managers/technical team to establish result measurements and knowledge management systems to accurately capture and report economic activities and system change results
  • Support the design and delivery of Monitoring and Evaluation training to staff
  • Support the development of data gathering tools as well as the use of software in capturing critical data required for increasing agricultural productivity and economic enhancement; primarily setting baseline and assessing progress in clearly evaluating Agriculture’s contribution to Gross Domestic Product (GDP)
  • Participate in pre-assignment training
  • Participate in at least 3 public engagement initiatives before, during, or after the assignment. Volunteers will be equipped with the tools, training, and support to achieve these goals. Volunteers will also have one virtual check-in with the Public Engagement Officer throughout the course of their assignment.
  • Set up a personalized volunteer fundraising page on the WUSC fundraising platform and share it in your networks. Volunteers will be supported with the tools, training and support to achieve the fundraising goal.
  • Submit reports as required by the partner organization and by WUSC.
Experience and Qualifications
  • Relevant degree in Quantitative Economics, Statistics, Agriculture Economics, Development Studies or a related field. Additional training at postgraduate level in Monitoring and Evaluation, project planning and public sector management considered an asset
  • Excellent writing and analytical skills
  • Experience in Microsoft word, PowerPoint, Excel and Statistical Packages for Social Science (SPSS)
  • Demonstrated initiative and ability to work independently and as a member of a team
  • Strong organizational skills and attention to detail required
  • Minimum two (2) years relevant professional experience in your field of expertise.
  • A commitment to gender equality, youth inclusion, and international volunteering.
  • Flexibility, adaptability, excellent interpersonal skills and cultural sensitivity
  • Experience with group facilitation and trainings, including content development considered an asset
  • Experience living and working internationally considered an asset.
  • Written and oral fluency in English.

  • Support and guidance from the WUSC Volunteer Mobilization Team prior to departure and from WUSC Country Team while on assignment
  • Pre-departure training to learn about the volunteering for development program, gain practical skills for living and working in an intercultural context and network with other volunteers
