SETRPC EDA Data Analyst VISTA for Southeast Texas

This project involves developing a comprehensive report with data-driven findings on disadvantaged communities in the Southeast Texas Regional Planning Commission (SETEDD) area. There is a flexible start date from June-August 2022 and telework may be permitted. Southeast Texas is home to the third-largest waterway, the fourth-largest port in the U.S. in terms of tonnage, the number one exporter of crude in the nation, the number one exporter of liquid natural gas, and has the third-largest refining capacity in the United States. However, the area has seen historic flooding from Hurricane Harvey and Tropical Storm Imelda, a chemical plant explosion, an 18% unemployment rate during COVID-19, massive energy infrastructure damage from Hurricane Laura, and most recently, damage and economic standstill from a record-breaking winter storm. The Southeast Texas community and economy are incredibly resilient. However, after experiencing consecutive disasters, the need to accurately appraise the economy is vital to grow and remain competitive in the world economy. The VISTA will have the opportunity to focus on Jefferson, Orange, and Hardin Counites to help build an economic report that analyses critical topics at an in-depth level. The report will serve as one common source of information on essential issues that affect the region's economy. The report will include key topics and indicators including a regional profile, economic indicators, talent data, infrastructure outlook, and quality of life. A comprehensive report of this nature is an excellent benchmark tool and best practice in high-performing communities. Once the report is complete, the SETEDD will look at the Comprehensive Economic Development Strategy (CEDS) to see if improvements need to be made.

The VISTA member will alleviate poverty by assisting disadvantaged communities with economic development activities that will increase and retain job opportunities in the region. The VISTA will work with area leaders to get a better understanding of the community and economy. Over the course of their service, the VISTA will work with Southeast Texas Regional Planning Commission (SETRPC) staff to develop a comprehensive report on the region's economy. The report will analyze indicators on the local economy and compare the Southeast Texas region to areas of similar size and demographics in Texas and the United States. The report built by the VISTA will provide a benchmark tool and help the Southeast Texas region take an honest look at its economic strengths and weaknesses.

After Service

· End of Service Award - After a successful year of service, VISTAs can choose to receive either a:

· $1,800 cash stipend or

· $6,345 Segal AmeriCorps Education Award that can be put towards student loans or pursuing further education.

· Non-Competitive Eligibility (NCE) Status - Once a VISTA successfully completes service that VISTA will receive one year of non-competitive eligibility for employment in the federal government. (This special hiring status enables the former VISTA to apply for federal jobs with the advantage of not having to go through the standard public competitive selection process.)

· Access to a large AmeriCorps Alumni network.
